Give us the chance to help you! We are not clairvoyants! So be more specific.
1. Can you ping the external addresses with IP?
2. With domain names ?
3. What for is ip forwarding?
4. Does the linux box work as router?
5. Does the problem concern the linux box or the client computers only?

What is the port 3128? Don't understand.
Once again but for W98 client only:
1. Can you ping linux box eth IP ?
2. Can you ping linux box ppp0 IP (after dialing)?
3. Can you ping the external addresses with IP?
4. Can you ping the external address using dns name?
5. What is the role of the linux box? Only packet forwarding?
6. In what way you setup DNS address at W98 (dynamically or statically)? If statically is it the same as at linuxbox?
6. Do you use any firewall?
