Passphrase required BEFORE keychain with daemon account

I'm having trouble with keychain trying to get distcc to use SSH (with a passphrase). Any normal user account can ssh without a password/phrase in any situation when set up with keychain. The distcc user, if directly logged in or SUed with the -l parameter can also SSH without a password/phrase. Problem is, if the distcc user has been SUed without the -l parameter, it asks for a passphrase, and THEN keychain kicks in. This is also the case when the distcc user tries to SSH wile compiling.
Anyone know why? I've had this problem for a while and cannot find a solution.
