OpenVPN - requirements?

If I'm setting up OpenVPN on my Linux machine at home (which is connected to the internet) and want to connect my laptop from a remote location, does the Linux machine have to be a DHCP server to make it work?

A DHCP server is not at all required to use OpenVPN. The only thing you need on the computer that may not be there is the tun/tap support. You need to get the kernel source, and compile support for it into the kernel.
