NIC card incative and show me no buffer space available for pinging


I use did squid server with fedora 8. one of NIC is onboard (Realtek RTL8168/8111 PCI-E Gigabit Ethernet NIC) other is Dlink DGE 550 T,
PCI-E is eth1 and Dlink is eth0
for my connection I use ADSL 512kbps speed. and moderm is Smart AX MT880r
My connection is often death as unlink with no DSL light
at that time I met destination host unreachable ( for pinging my upstream proxy)
then there is show me message as buffer space not availble
how Can I solve that.
