nginx on Ubuntu has a default virtual host configuration file in the file /etc/nginx/sites-enabled/default
In there you will see where the default document root is. In the document root, make a directory called geocities and put your index.html file there. If you are the only user logging in to that machine, then you can get write access by using 'chown' to take ownership of the geocities directory.
Kompozer used to be the easiest web page editor, but it is abandoned and I don't know of a good replacement. Some like Bluefish a lot, but it is several levels more advanced. gedit + 'tidy' would always work if you are familiar with XHTML and CSS.
