Is there any way to change the IP on the fly? I use dynamic IP.

Why do you want a new IP, banned somewhere?
Reboot the router/modem?

Yes, I can reset the router, but I would like to do it command-line. There are sometimes you don't have access to the router or you don't want to reset it by button.

If it is a router you can only reset the router.
If it is a modem you can release the ip lease

IMHO tor isn't designed to change ip's when you are banned somewhere.
It serves an higher purpose

So If I use dynamic IP, there isn't way to change IP on the fly by command-line. Is it so?

If you have a modem, the ip is given to your ethernet card, then you can release the dhcp lease and request a new ip
If you have a router, the ip is given to the wan interface of the router, so you need to reboot the router.
