New Slackware box, upload Extremely slow, download normal?

I just recently setup a new Slackware 10 box. Here is the important info:

Slack 10, 1.6 Duron, PCChips Mobo onboard 10/100, 512 PC2100. Connected to a 10/100 switch on a Linksys BefSx41.

I moved up from a Slack 9 PII-400 that was running great. I'm running Apache 2.0.52, MySQL, Samba, ProFTPd

I get 329.96 KB/s down from a remote site but only 3.2KB/s up locally for all services (FTP, HTTP, Samba, etc.)

Basically I can download anything, but anything comming out of the server sucks bigtime. I've replaced cables, removed switches, etc. to no avail. My next thought is replacing the onboard NIC with a PCI NIC.

Any suggestions or tools to use are much appreciated.

Dissabling the onboard NIC and adding a PCI NIC fixed the problem. Is that normal for NICs to just crap out like that? Outgoing is Horid but incomming is fine?
