netstat -an output tcp 0 0 :::9443 :::* LISTEN
 
I do not understand the :::port output.

The output is from a server that I do not administer. I am trying to connect to it with a Netscaler MPX 12500 which I do administer.

The administrator swears that he is listening. He sent me this netstat -an output.

Is the port open and listening?

If so, it looks like it is not bound to an interface. I can not connect to it. There is no firewall between my client (Netscaler MPX 12500)

Those are IPv6 entries for the localhost[6] I believe.

If he is only listening on localhost then obviously you can't connect from a remote host - he needs to setup things to listen on external interfaces.

If he is only listening for IPv6 traffic even on external interfaces and you're trying to go there with IPv4 then you won't see it so he needs to insure he is litening for IPv4 traffic as well.
