to activate the telnet server you have to edit a file, you need to change /etc/xinetd.d/telnet

Look for a line in that file that says

disable = yes

change that to

disable = no

now run this at the command line

service xinetd restart

Stay away from telnet if any of your networked systems are connected to the internet, go for ssh get it at http://www.openssh.org there are clients for windows platform to support ssh, some are free others are not - spend some time on google to find them. And here is the one most popular amongst windows boys and girls http://www.chiark.greenend.org.uk/~sgtatham/putty/
