That will copy the files from the remote system to the local system.

How would I transfer from the local to the remote starting the transfer on the local machine. I got the other way around working so I know that I have done something right.

List I said the source is always first and the destiantion last - "copy from A to B" so:
rsync -e ssh -avz /home/ root@server:/home/
