named service cannot be start ??

i meet problem on named service, i want to configure my DNS with bind...

after i /etc/init.d/named status

This shows :"rndc: connect failed: 127.0.0.1#953: connection refused
named is stopped"

how ? can anyone help me to solve it ?

Please check permissions of files and directories.
