"forward only" is not bad thing
but i think "forward fisrt" is better. at least bind will store domain records which are queried before, in its cache and wont ask same records to your ISP nameserver again and again unless the cache time (TTL) ends.

run
rndc-confgen
it will generate some lines for /etc/named.conf and /etc/rndc.conf. copy and past them to those files. also remove older lines about rndc key.
i think it will solve the rndc failed trouble.

good luck.
