Modem connection slow when logged on af normal user

Sorry for wasting server space and repost this question again...

Well first i'll just want to say that I use Redhat 8.0 with gnome, and that.. snorfff!! i am a newbie...

I'm one of those, who don't have a ADSL connection, so I have use a modem connection.

Here is a short explanation of my problem.

When I log on my linux box as root, and activate my modem connection it is running just fine, it is fast and stable.

When I log on as a normal user, it is a whole driffent story, it is slow it's like something is holding back the datastreem.

could it be something to do limited access to files or bad setup of the firewall, any ide's would be welcome.
