Masquerading not working


ok so masquerading isnt working, from the logs it appears obvious the firewall isnt sending the request out to the internet (eth0).

Shorewall:loc2fw:ACCEPT:IN=eth0 OUT= MAC=01:00:5e:00:00:fb:00:1c:b3:c2:f5:ff:08:00 SRC=192.168.1.11 DST=224.0.0.251 LEN=250 TOS=0x18 PREC=0x00 TTL=255 ID=4665 PROTO=UDP SPT=5353 DPT=5353 LEN=230

what might be missing in order to tell the server to send all requests out to the internet?
