Smile MAC Address Encap Vs DHCP


Help!
First, I know NAT and DHCP is a MUCH better alternative to what I am about to ask for, but there is a need I must address. I need to give people the ability to access the Internet when they plug into my network regardless of their laptops configuration. Regardless if they have "Obtain IP automatically," or have their system manually configured with an IP already. I would like the Linux box to act as a gateway that will recognize the persons laptop via their MAC address and give them access to the network and Internet whether or not their system is configured with the proper IP range. Any help would be EXTREMELY appreciated. Thank you!
