local master browser war!

Looks to me that my server got kicked by a normal XP machine! haha
i have done the necessary requirements to join the domain such as modifying the registry but this XP machine still cannot join the domain... I have 2 other XP machines on the network working merrily, this PC is new to the network but why can it win the local master browser election?
I have my os level = 64 at first and i thought it was enough, when this problem occured, i set it to 255 but still samba lost the election!
First time this thing happened to me

Try a higher number for the os level. I can't remember what the reasonable number is to assure that your machine will always be the master browser but 64 seems to work fine for me.

Yup, I googled for it! Its under Control Panel -> Computer Management, disabled Computer browser!
Anyway, still did not work, must have been a lousy English to Chinese conversion... It so hard to get original software in China...
