Linux as proxy/internet server

I would like to configure my Linux PC as a proxy server for my home network. All the other PC are Win9X. I only have one modem (linux pc), but would like all the pc's to connect to the internet.

Could someone please point me in the right direction for software/HowTo's?

Also, I am curently using wvdial to connect, but it only works if you are logged in as root. Can someone recomend a alternative method to connect?
