Your question is pretty commom, and has probably been answered here before. Since you haven't included specifics (make/model of NIC, error messages you've encountered, any troubleshooting steps you've already tried), here's the general drill:

Try using the Forum Search to review past threads dealing with the issue. Also review the LNO archives. As search criteria, try using your NIC's model name, the module name (tulip), and/or the text of any error messages you receive.

Also, I've posted a (very) generic outline of things to try when your NIC/network setup is giving you trouble in a couple of threads, one of which is here. Give the suggestions a try; if you still have problems, repost, and include any pertinent messages/errors/info.

OK, here are the stats:

Computer:
Dell CPia laptop, 366Mhx, dual boot with win 98, everthing else works fine.

Problem: Ethernet PCMIA Card, Link-Sys EtherFast 10/100 v3

Here is the dmesg screen:

Linux Pcimia Card Services 3.1.22
PCI: Found IRQ 11 for device
PCI: Same IRQ used for device 00.03.0
PCI: Same IRQ used for device 00.07.0
eth0: pc_net_reset_8390 () did not reset
pcnet_cs: sorry the AX88190 chipset isnt supported

(thats a lie cause I checked and this chipset is supposed
to use the tulip driver)

I found the the driver in ~lib/~/driver/net/tulip/tulip.o

Apparently the AX88190 has some compatibility issues under Linux. See if anything here applies to your problem. Also, try a Google search using the keyphrase "+AX88190 +Linux" (no quotes) for more information and a possible fix/patch/workaround.
