Did you already installed libpcap-devel or tried to run ldconfig?

It's a package that contains the includes from libpcap (pcap.h, pcap-namedb.h and bpf.h). They are needed to compile any program that uses libpcap...

Then try to run ldconfig, it will check the libraries in your system, then the programs will known how to find then after installed.

That kind of library is used by the compiler, in order to provide the functions of the library to the program.

If you still have problems, try to explain a little more detailed information of what are you tring to do and the error that returns to you.
