L2TP/IPEC VPN for EOL GPRS

I would like to use GPRS to connect to EOL using my Sky Star II DVB card. It requires a Layer 2 Tunneling Protocol(L2TP/IPEC) VPN type. Does any body have an idea how to set it up? My DVB card is my eth0 device.
