kppp connection fails


I use mandrakelinux 10.1, and kppp for accessing the internet. I have an unusual problem. Each first attempt to connect on internet, after starting linux, fails. The second attempt works fine and each later attempt too. The first attempt fails immediately after the modem dials out. The error code is 16 (the modem hangs up). I don't change anything in the settings of kppp or in the linux system between the first attempt and the second attempt. Maybe the operating systems changes something by itself. If the linux user logs out and logs in again, between the first (unsuccessful) and the second attempt, the second works fine again.
Does anybody know why the modem hangs up each time, when the connection is attempted for the first time after starting linux?
