ISP software

I want to resell an internet to the local network

AFAIK I need the following software:
*VPN
*Billing system
*Web-interface for users so they could check their accounts

Please advise me what software is the best for this purpose and also do I need anything else ?

P.S. Also will be very appreciate for any documentation and "How To"'s cause that's the first time I'll set up such a system

Does that work well for reselling Internet access?

It sounds like it's aimed at hosting providers.

Yep, there are a lot of projects, but I wanted to know the opinion of guys who ealy worked with that stuff and have a hell of experience in ISP billing/management.

In the description all projects are good, but I want to know how they would realy work and how flexible/powerful/stable they are

hi

Actually many ISPs make this kind of software themselves or they buy it from a company who makes the software (for their particular needs of course)
