Is there a gui program to handle cross system proxy?

Is there a gui program in which I can set up and modify the proxy used by all programs including Konsol (to handle apt-get and wget)? For example, if I change the proxy in Synaptic it will do apt-get but if the dowloaded package uses wget like msttcorefonts, it will be able handle. So I want to set the proxy to handle that also.

That would be quite the feat because no one really knows what programs are on your system that will access the internet. In the KDE control panel there is a setting for proxy that will apply to the KDE programs. You could also implement a transparent proxy so that the programs connect as if there was no proxy (ie transparent), but the proxy server will redirect the requests.
