ipv6/ ip6tables can't ping from behind router

My router is using Hurricane Electric for ipv6. Radvd is configured and the two machines I have connected to it have global ipv6 addresses in the correct subnet. They can ssh and ping each other behind the router using the ipv6 addresses; however, they can not ping out on ipv6.

ip6tables -L is empty.

What is the command line for ip6tables to allow all outbound ipv6 traffic? outbound icmp?

or for iptables to allow allow outbound ipv6?
