IPsec fails to open tunnel

Im running RHEL3 kernel 2.4. I've followed the direction under Ipsec Host to Host Configuration for RHEL 3

However when I try to start the tunnel I get the following error.

racoon: failed to parse the configuration file.

What does this mean? Any help appriciated.
