ip link setup eth0 up hangs

I am having trouble booting Redhat 8.0, hanging for ever
when the eth0 interface is brought up.

All is well until /sbin/ifup is encountered

ifup runs "check_link_down eth0" which hangs

inside check_link_down mii-tool reports "link ok" then
the command "ip link show eth0 returns normal", but
of course eth0 is not up.

The command "ip link set eth0 up" then HANGS....

I am running DHCP on a cable modem. I have tried several
NICs, returning to the old DEC 21041Tulip. Everything worked
fine under Redhat 7.2.
