internet failure and auto fallback

hi,

I use a system running Red Hat 8 and have 2 internet connection.
The 1st one is a cable modem on eth0 which is used as a primary internet connection.
The 2nd is a dial up modem on the first serial port ie ttyS0.
If the primary internet connection fails, then dial up should be invoked and connection should be established and if the primary internet connection is up again the dial up should be disconnected.

Please help me with this

shashi
