I want to avoid the use of ipwatchd or any other package/daemon that i will have to install. I want to detect this wring a script by either using "ping" or using "arping".

Ok...so what's your question? You say you don't want to use ipwatchd or other programs, but want to write your own. So go ahead. Feel free to post your script and ask any specific questions you'd like, and we'll be glad to help.
