HTB.init and "metropolitan" bandwidth shaping

In my lan I've put a router after a wireless equipment to do some traffic control. I have one interface which goes to GW --eth0 and other 2 which goes to LAN2 ---eth1 and LAN3----eth2.
I am using htb.init 0.8.5 on my GW. My problem is that I don't know how to use htb.init to diferentiate local trafic in my router apart from internet traffic( the RULE tag in htb.init) because I want to be able to set different bandwidth for local trafic apart from internet traffic(otherwise it could be possible that local trafic could "eat" all the bandwidth alocated to an ip and have no bandwidth for internet). I curently have a half class B ip network(in 3 subclasses).
If there is another project for traffic control, simple as htb.init is(simple to mentain, too) please tell me so I consider other alternatives. Thank you !
