Question How to tag packet with UID in the same host?


I have vlan and iproute2 as follows:
vlan1--
host1 + +----switch---+router-----host2
vlan2--

I tried to use user ID as mark in the packet to do the policy
routing to different vlans within the same host1.
I am using the RedHat 9. How do I do to config kernal
to tag the packet by user ID before goto routing decsion?
So I could config policy routing table by the user id tag and
let RH 9 to route the packet from the same host but different
user ID to Vlan1 and Vlan2. Thanks in advance.
