how to setup exim to send mail for specific user(s) - I have dynamic IP


I am new to Linux, have small server with a few domains and need to enable for some user(s) to send mail message via my mailserver (have exim 4.43); they have no static IP adress (they are still travelling, and every while can be connected via another ISP); if i try to send mail message via my mailserver i get "550 relay not permitted";
what should I do to be able to send message from my client (OE or MS Outlook) with some authorization (user/pwd) ?

ssh tunnel or VPN would help in this case
