how to process nor IP protocol packet in linux


hi ,anybody ,
I need to add a nor IP protocol in linux ,which's able to transmit and receive own protocol packets .what should I do ? how to do it ?
if someone knows ,please tell me a clue ,thank you in advance

what's a "nor" IP protocol?

sorry,it should be diffrent from IP protocol but they are same level,it's only a private protocol.

i still have no idea what you mean... you want to write your own network protocol suite?
