I want to know how to directly acquire IP address allocation bypassing server farms and colocation centers.

I want to be directly issued IPv4 IPs so that I have complete control over allocation, either for my home server or my own small datacenter.

For example, say that I wanted to acquire several /24 subnets, but I want direct and full control over it, as opposed to renting it through a datacenter of which they have full control over my IPs.

You pay for it from some company. Usually an ISP or business class data provider offers that. You can't exactly own it most likely. Big companies and various government system have had them allocated to them years ago. They get sold off once in a while but now that ipv6 is out, almost no limit to those addresses.

Obviously you did not bother to read the question which said NOT THROUGH A DATACENTER OR ISP.

And if you do happen to find a seller, the rates I've seen for a single /24 block have been about $5k plus IANA registration fees (varies based on region), but more and more they are going to auction, and the price is climbing. Then you need the hardware to use it (some router cluster that can do BGP/EGP... if you bought your router in a brick-and-mortar store, it won't work) which will run in the low thousands each. Finally, peering agreements aren't going to be free. Last I've seen was about $2500/month (or transit agreements, which are around $0.05/MB). Add in the required High Availability set up and we're talking somewhere in the area of $50k up front and $5k a month to hold and use a /24 block without an ISP agreement, plus server and license costs.

Then bam! you have your own piece of the IPv4 internet. Give it about 30 seconds and it'll be flooded with script-based hacking attacks! Enjoy!

There are no more IPV4 addresses available. All the free address blocks were allocated in 2015. As stated you need to pay a large sum to the owner to get one if they are selling.

Not exactly sure how it works but for IPV6 you need to register, fill out all the necessary paperwork and the appropriate registry will determine if you qualify.

For the US it is the www.arin.net

"You can't exactly own it most likely" I doubt you are wiling to pay the price for a dedicated IP address. You'll still have to have some means to access the internet so you'll still have to buy service.......

You'll probably need to find the "right" datacenter or ISP from which to lease IP addresses. Perhaps you should concentrate your efforts to evaluate them. Some are happy to give you complete control of the IPs for a fee.
