how to get indexed with google?

I have a few low profile, low traffic websites. How can I actually get indexed by google, yahoo, etc. I have tried submitting my url to google, but even they stated on their site that not everything gets indexed. Must I pay a company like www.godaddy.com to do this?

priority indexing on search engines is not entirely clear...

there is a lot of information out there in regards to how to get high hits, but here are some of the common traits:

-- key word targeting - not just in the meta tags, but in the body of the page
-- no SPAM - don't re-submit, don't clone pages
-- body length - the page actually has content, not just filler
-- referring links - other listed sites refer to your site

Most of it is how many (well placed) sites have links to yours. I noticed that after a well-trafficed site added a link to mine, I jumped in the Google standings.
