how to discover dhcp ?

Hi is possible to discover DHCP on network ? I typed:
Code:
telnet dhcp_ip_address 86
but returns me "telnet: Unable to connect to remote host: Connection refused". I am sure that DHCP is running properly, what is problem ?
PS: Is possible to investigate if my PC has IP from DHCP or staticaly set ? Thanks a lot

Code:
sudo dhclient eth0

Listening on LPF/eth0/00:0a:e4:b6:fa:92
Sending on LPF/eth0/00:0a:e4:b6:fa:92
Sending on Socket/fallback
DHCPDISCOVER on eth0 to 255.255.255.255 port 67 interval 8
DHCPOFFER of 147.232.182.17 from 147.232.182.1
DHCPREQUEST of 147.232.182.17 on eth0 to 255.255.255.255 port 67
DHCPACK of 147.232.182.17 from 147.232.182.1
bound to 147.232.182.17 -- renewal in 405 seconds.
and then
Code:
nc -u 147.232.182.1 68 and nc -u 147.232.182.1 67
but did not working...

-u switch because DHCP is UDP (probably problem against previous telnet 147.232.182.1 67)
