How to configure openntpd for server-only?


I'm wanting to provide network time service from one machine to some others. This one machine to be the server is already time synchronized by other means. So I do not need this for synchronizing it. All I want is to synchronize other machines to this one. When I tried to configure it without any configurations of an upstream server, it refused to run.

Refused to run with what error message(s) exactly? (Please always try to be complete and verbose.)
Check your NTP daemon documentation if it supports "orphan mode"?
