How to change /etc/sysconfig/network-scripts/ifcfg-eth0

Hi,
I need to change the /etc/sysconfig/network-scripts/ifcfg-eth0:1 file (for virtual IP) and execute ifup to modify network virtual IP configuration by C++ program. However, even I give write permission to the file, I get "Users cannot control this device." from the program. Is there any way to write to this file? Any suggestion is appreciated.

Try adding
Code:
USERCTL=yes
to ifcfg-eth...
