I don't understand the question.

Are you saying you want to limit the PC's bandwidth usage on the local network?

Is the goal to reduce traffic to/from other computers or to speed something up? What problem are you solving?

This my network
┌─────┐
│ Internet │
└──┬──┘
ETH0 │ 192.168.0.250 (ADSL)
┌──┴──┐
│ ROUTER │
└──┬──┘
ETH1 │ 192.168.1.1
┌──┴───┐
│ LOCALNET │
│192.168.1.x│
└──────┘

first
192.168.1.10-20 not allow connect internet

time 08.00 - 16.00
192.168.1.20-30 allow connect internet 32 if alone 64
192.168.1.30-40 allow connect internet 64 if alone 128

time 16.00 - 08.00
192.168.1.20-30 allow connect internet 64 if alone 128
192.168.1.30-40 allow connect internet 128 if alone 256

second
can use all bandwith but max use session 10, if download more then 1Mb in 1 minutes then max bandwith = 32

Thx.
