Host in hosts.deny able to access HTTP service


Hi, I'm new here and I have a newbie question. I have placed all hosts as deny in hosts.deny and I have only allowed one host in hosts.allow. Then I tried to access the web service I've just setted up from a denied host, but to my surprise I was able to see the hosted web page. Is this normal, or is there something wrong?

I think hosts.allow/deny only applies to services controlled by TCP-wrapper.
I am mainly guessing now, but check /etc/xinetd.d for httpd I believe only services here are accessed/denied using hosts.allow/deny?
Better block it with iptables.
