Help with newbie network managment

I have a network at a college apartment complex with some abusive users on it.
I am woundering if I can put a linux box between the router and the rest of the intranet work to manage bandwith usage and turn off abusive users?
and if so how can I do this?
it pretty much looks like I need to only allow know MAC address of know computers in the intranet, so ppl cant spoof the MAC adress about get around me turning them off. I would like to all so keep all my internet routable Ip address.
Can anyone tell me what is the best way to take care of the problem and how, I have some knowledge of linux.
Thanks
Ron

i think squid has bandwidth stuff but it's an http proxy, i dont know if it handles other traffic. if you have an extra couple thousand dollars, you could buy a switch with bandwidth caps (cicso 3550).

http://www.linux.org/docs/ldp/howto/...aq.html#AEN287

after looking at that howto, i think squid is what u want.
