HELP: capping the bandwidth hogs... woes :S

Does anyone know whether it's posible to cap the network bandwidth of a FreeBSD server/router? Basically there is 3 of us living in a flat sharing broadband connection. We prefer if the server/router (that we are all connected to) caps the bandwidth usage. So that each of us gets exactly 1/3rd equal share. Guaranteed 1/3rd bandwidth/speed. etc.

If not, is capping possible/available in any form of server/router?

You can use ipfw to do it. You will most likely need to compile support for it into the kernel if its not there already. The FreeBSD handbook covers this.
