has anyone had trouble with their IOS

the version i am running is 12.3(8)Y12 and it is will not allow me to configure my router

you must enter enable mode to be able to change configuration.. you do have the enable password right ?
sorry if that wasn't helpful, but you really didn't supply any details as to what the actual problem is.
