In windows XP machine start -- > run --> services.msc

in that start the services 1.windows firewall and 2.application layergateway


and check that ftp it will work

if this error is happen on windows xp machine command line ftp

try this

start --> run --> type services.msc

start the below services
1. Application layer gateway
2.Windows connections/firewall (ICF)

and try now it will work
