I wanna know if its possible to connect to one's own machine (from windows to RedHat 9) using telnet. I guess this will make me access linux from windows directly and enable me to execute commands on my own PC without needing an additional box to test remote login procedures and stuff...

Maybe I'm understanding you wrong but I don't think you could login to the Linux OS of your single computer WHILE running in windows. Is that what you're trying to do?
You'd have to be running the Linux OS for the telnet server to be running, but you can't run both at once...
Telnet is not a very secure method for server management. I have been told by many to use ssl.
If you have ssl set up on the linux server, you can use a free software called putty to connect via ssl. You can also use it for telnet if you are so inclined.
Another way to administer your server is with webmin.
