Question Find IP's in use in a particular block

Other than getting into the routers, I was wondering if there was a way to determine which IP's were in use from a particular IP block. Would Nessus or something to that effect work? Any help would be apprecieated.

nmap can scan IP ranges. It can also guess the OS running on each IP.

The GUI version nmapfe is really easy to use too.
