File size restriction

I'm involved in a semi-city-wide free wireless internet project and need to come up with a way of not so much throttling people on-line, but restricting the size of files they can download. Is there any way to do this? If so, how? My original assumption was to iproute2, but I have no knowledge backing this.

You can do that with Squid which is a proxy ;)
