ethtool not working on linux-2.6.18, arm based dm365 platform

hi all,
i want to change the duplex/speed settings on my arm based board,which has a realtek 8210 ethernet card.

running ethtool on my system looks like this
after disabling autonegotiation with #ethtool -s eth0 autoneg off
# ethtool eth0
Settings for eth0:
        Supported ports: [ TP AUI BNC MII FIBRE ]
        Supported link modes:   10baseT/Half 10baseT/Full 
                                100baseT/Half 100baseT/Full 
        Supports auto-negotiation: Yes
        Advertised link modes:  10baseT/Half 10baseT/Full 
                                100baseT/Half 100baseT/Full 
        Advertised auto-negotiation: Yes
        Speed: 100Mb/s
        Duplex: Full
        Port: MII
        PHYAD: 1
        Transceiver: external
        Auto-negotiation: off
        Link detected: yes
After this,when i do
#ethtool -s eth0 duplex half

the duplex settings bcomes half for 1-2 seconds,and then
it again goes back to full duplex mode.

Has anyone faced this problem??
