ERROR: iptables + imq not work

I just patched the kernel 2.6.18 with imq, and built the latest iptables 1.4.2. Then I:

modprobe imq
ip link set imq0 up
iptables -t mangle -A PREROUTING -p tcp --dport 80 -j IMQ --todev 0

Error occures:
iptables v1.4.2: Unknown arg `(null)'
Try `iptables -h' or 'iptables --help' for more information.

BTW. before I rebuilt the iptables, the error was:
iptables v1.4.1.1: Unknown arg `--todev'
Try `iptables -h' or 'iptables --help' for more information.

I am using debian.

What the problem is? Can anyone help?

Shawn
