Are you possibly attempting to compile this on a remote/mounted filesystem? Or mabye CIFS?

Welcome to LQ. .. ..

How about # yum install libpcap-devel
Or use the 'Package Manager' : "Add Remove Software"

Version 1.0.0 is provided on Fedora 12 and 13.

Which Fedora are you using ?
You may have a too old Fedora or a corrupt source code.
This libpcap-1.1.1 will compile on any modern Linux :
http://download.fedora.redhat.com/pu...1.fc14.src.rpm
> libpcap-1.1.1-1.fc14.src.rpm → libpcap-1.1.1.tar.gz
..
