I'm guessing but the local network loopback i.e. lo or localhost is a virtual network interface and its IP address is 127.0.0.1. This will let you run network applications on your PC.
If not what you a looking for can you explain futher?
No what I meant was an emulator which can emaulate the effect of internet (i.e. delays, packet loss at some random probability etc.). I need to test a streaming server and a client over internet which is not possible without having that kind of emulator.
There is a dummynet for BSD version but I couldnt find any for Linux. I hope this makes things clear.

but ns2 is a different thing. It does not provide you to simulate internet for real applications instead it requires you to create a simulation which contains everything i.e. source, receiver, link etc.
